CISI Exam Discussion
I cannot wrap my head around the difference in liability status between a senior officer and a senior manager when it comes to the substantive rules in the FCA Handbook. In the study material, it mentions differentiating between ER (Executive Responsibility) and PR (Personal Responsibility) but the multiple-choice questions paste scenarios that blur these lines intentionally. I am paranoid that I will fail an entire module because I misspend a question on the distinction between mandatory and non-mandatory rules.
This topic on the permitted activities list is driving me up the wall because there are so many interconnected references to Group Exemptions and the United Kingdom Insolvency Act 1986. I keep reading the definition of an investment activity to see if a simple transaction falls through the cracks, but the definition keeps expanding to cover everything from life assurance to securities dealing. The way the test banks present a fact pattern involving a company director who also holds shares creates a confusing web of regulations that require deep analysis. I am worried that during the real exam I will get stuck analyzing a specific paragraph about coverage requirements for one type of policy and miss the big picture regarding regulatory returns. It is intimidating to realize that one wrong classification on Table 2 of a return can result in significant penalties even if the actual financial risk was minimal.
