CMFAS RES 12B – Rules, Ethics and Skills for Securities and Derivatives Dealers of Non-Exchange Members
Explore source-grounded summaries, flashcards, reference tools and realistic mock practice.
The CMFAS RES 12B examination has 60 multiple-choice and multiple-response questions, a 90-minute limit and a 75% pass mark. It combines two subject areas: securities dealing under RES 1B and derivatives dealing under RES 2B. The intended role is also specific—representatives dealing for a principal that is not a member of an approved exchange.
The official title is RES 12B – Rules, Ethics and Skills for Securities and Derivatives Dealers of Non-Exchange Members. The Institute of Banking & Finance Singapore (IBF) administers it. IBF’s new-CMFAS announcement identifies the combined module and its 60-question, 90-minute format. Current study-guide changes are listed on the IBF CMFAS study-guide page.
CMFAS RES 12B Exam Format at a Glance
- Questions: 60 multiple-choice and multiple-response questions
- Duration: 90 minutes
- Pass mark: 75%
- Minimum equivalent: 45 correct answers out of 60
- Assessment level: knowledge, understanding and application
- Administrator: Institute of Banking & Finance Singapore
- Penalty amounts: not tested
The time allowance averages 90 seconds per question. Multiple-response items can take longer because each statement must be tested separately, so save time on direct definitions and short application questions. Use a two-pass method: answer clear items first, flag close rule comparisons, and return after every question has received an initial decision.
Do not use 75% as your practice target. Aim for at least 85% under the 90-minute limit. That buffer matters because RES 12B moves between securities and derivatives rules, and several distractors will be correct statements attached to the wrong product, customer type or dealing context.
How RES 1B and RES 2B Fit Inside RES 12B

- Over-the-Counter Derivatives
- Ethics, Codes and Standards of Professional Conduct for Derivatives Dealing

What RES 12B Application Questions Test
The fastest way to reduce mistakes is to extract five facts before comparing the options:
- Module: RES 1B securities or RES 2B derivatives.
- Actor: CMS licence holder, representative, customer, specified person, clearing member or another party.
- Product and venue: security, exchange-traded derivative, OTC derivative or CPFIS investment.
- Process stage: licensing, onboarding, recommendation, order handling, execution, clearing, reporting, settlement or monitoring.
- Control: disclosure, suitability, customer priority, margin, market conduct, CDD, escalation or record keeping.
A true securities statement is not automatically a correct answer to a derivatives scenario. A disclosure form does not replace a licence, suitable recommendation or conduct duty. A customer instruction does not authorise insider trading, manipulation or another prohibited act.
For multiple-response questions, evaluate each statement independently. Do not select a combination because the first statement looks familiar. Write a quick true/false decision beside every statement, then choose the option that matches the full pattern.
High-Priority RES 1B Revision Areas
In the securities module, connect the Singapore market structure to CMS licensing, customer accounts and conduct rules. Know how client onboarding, risk appetite, suitability, best execution and record keeping work together. Keep CPFIS-OA and CPFIS-SA separate, and attach every limit to the correct account and product group.
The current official RES 1B update corrects the CPFIS history to 1987 for the first use of Ordinary Account savings for approved investments. It also updates the inclusion criteria for annuities, endowment policies and investment-linked insurance products. Learn those rules as part of the CPFIS decision process, not as detached dates.
Market-conduct questions reward purpose and context. Separate genuine supply and demand from false trading, manipulation, misleading information, insider dealing or abusive order handling. A transaction does not become acceptable merely because it is recorded or carried out through another venue.
High-Priority RES 2B Revision Areas
In the derivatives module, distinguish exchange-traded and OTC business. For OTC derivatives, know the differences between bilateral terms, regulatory reporting, required clearing, SGX-DC registration, initial and variation margin, risk disclosure, confirmations, master agreements and credit support documents.
Do not merge all derivatives controls into one list. Ask what the product is, whether the contract is prescribed, who the specified person is, and whether the question concerns the trade, the report, the clearing obligation, collateral or customer disclosure.
Derivatives market-conduct questions add terms such as bucketing, cornering, front running, improper crosses, churning, overtrading and pre-arranged trades. Learn the commercial purpose and prohibited feature of each practice. Similar-looking transactions can have different outcomes when customer priority, genuine risk transfer or required reporting changes.
A Four-Week RES 12B Study Plan
Week 1: Complete RES 1B Chapters 1–5. Build a one-page map of market participants, licensing, customer-account duties, market conduct, ethics and the securities-dealing process.
Week 2: Complete RES 1B Chapters 6–7 and RES 2B Chapters 1–2. Add CPFIS, financial-crime controls, derivatives-market institutions and derivatives-account rules to your map.
Week 3: Complete RES 2B Chapters 3–7. Create a separate OTC workflow showing contract terms, risk disclosure, reporting, clearing, margin, confirmation and collateral. Finish with ethics, dealing strategy and AML/CFT.
Week 4: Sit full 60-question mocks under the 90-minute limit. For each wrong answer, record the cause: wrong module, wrong actor, wrong product, wrong process stage, missed trigger, numerical boundary or weak multiple-response reasoning. Repair that error category before taking the next mock.
The CMFAS RES 12B exam preparation course provides fourteen chapter summaries across both modules, 272 flashcards, a 257-item searchable reference sheet, five timed 60-question mocks and a course-grounded tutor. Its practice allocation covers both study modules without presenting unofficial chapter weights as IBF data.
On exam day, use the same short method for every long stem: identify the module, actor and product; locate the action in the dealing process; apply the specific duty; and test each multiple-response statement independently. This is faster and more reliable than choosing the option that sounds most cautious.
