The CISI Investment Operations Certificate (IOC) is a flexible Level 3 qualification for people working in, or preparing to enter, the administration and operations areas of financial services. It is not one exam and Global Securities Operations alone is not the full IOC.

Candidates normally complete three separate units. The correct combination depends on whether the role is within the relevant FCA framework, whether a local regulatory paper is recognised, and what the employer requires.

CISI states that the IOC is taken in more than 50 countries. It is designed to provide a broad understanding of financial services and regulation while allowing the technical component to match the candidate’s work.

How Many Units Do You Need for the IOC?

The standard IOC requires three units, but CISI describes two different selection routes.

Candidates in relevant FCA-regulated roles

CISI advises these candidates to take:

  1. Introduction to Securities & Investment;
  2. UK Financial Regulation; and
  3. one technical unit relevant to the role.

The exact FCA requirement depends on the activity and technical unit. Do not assume that every operations role requires the same combination.

International or non-FCA-regulated candidates

CISI states that candidates working for firms outside FCA-regulated roles may, if their firm agrees, select any three permitted IOC units. A recognised local regulatory paper may replace the UK regulatory unit in some jurisdictions.

Employer and local-regulator requirements take priority over a generic online recommendation. Confirm the route before buying three workbooks or booking exams.

IOC Unit Categories

CISI groups the current choices into introductory, regulatory and technical units.

Introductory units

The choices include Introduction to Securities & Investment and its international language variants. These units establish the market, product and industry foundation needed for later operational study.

Regulatory units

The current official list includes UK Financial Regulation and country-specific units for jurisdictions such as Kenya, Kuwait, Qatar and the UAE, plus the possibility of a recognised local regulatory paper.

Technical units

The current official technical-unit list includes:

  • Collective Investment Schemes Administration;
  • Combating Financial Crime;
  • Derivatives;
  • Global Financial Compliance;
  • Global Securities Operations;

Not every technical unit is suitable for every role, and Exams Academy does not currently support every unit on this list.

Is Global Securities Operations the Same as the IOC?

No. Global Securities Operations (GSO) is one technical unit that can contribute to the IOC. The IOC itself is the broader three-unit qualification.

This distinction matters because search results often surface a GSO course page for broad IOC queries. A candidate who needs the full qualification must still confirm and complete the other required units.

The same rule applies to Collective Investment Schemes Administration, Operational Risk, PWMSP and Derivatives: each is a possible unit, not automatically the complete certificate.

Does Every IOC Exam Have the Same Format?

No. The IOC is assembled from separate exams, and their question counts, durations, syllabuses and pass marks can differ. There is no single “IOC exam format” that accurately describes every possible three-unit combination.

For each selected unit, record:

  • the complete exam name;
  • the current syllabus and workbook-validity period;
  • the question count and duration;
  • the current pass mark;
  • permitted calculator or test-centre rules; and
  • the exam price and required learning-material cost.

Use the individual CISI exam card and current syllabus as the authority for that unit.

How Much Does the CISI IOC Cost?

There is no single universal IOC exam fee. Candidates normally pay for three separate unit exams and the required CISI learning material for each unit. Optional training-provider charges are separate.

The total therefore changes according to:

  • the three units selected;
  • country and currency;
  • CISI membership or candidate pricing;
  • workbook and elearning choices;
  • training-provider support; and
  • any resits.

Check the current CISI exam price list after the required unit combination is confirmed. A training-provider package price is not the same as the total official qualification cost.

A Practical IOC Study Sequence

1. Confirm the qualification route

Write down the three approved units and who approved them: employer, regulator or CISI. Do not begin with a technical unit simply because its name sounds closest to the job.

2. Check every current syllabus

Each unit has its own syllabus. Record the version and validity period, then build a separate checklist for each exam.

3. Complete the foundation before specialist detail

Where the route includes an introductory and regulatory unit, establish those foundations before the most specialised technical material. This makes product, participant and rule references easier to understand.

4. Use unit-specific practice

Practise with the exact duration and question count for the selected unit. A 50-question operations mock does not automatically simulate a different IOC technical exam.

5. Treat 243 hours as a planning baseline

CISI’s total qualification time is an estimate across study and assessment. Divide the work by the actual three units, then adjust for prior experience and diagnostic results rather than allocating the same time blindly.

6. Track completion at qualification level

Record which units are passed, which combination they satisfy and whether any exemption or local regulatory paper has been formally accepted. Passing one technical unit is progress toward the IOC, not proof that the full certificate is complete.

CISI describes IOC+ as an option for professionals who want to demonstrate knowledge of another technical discipline without immediately moving to a longer higher-level qualification.

Before Booking an IOC Unit

Confirm:

  1. whether the role is subject to an FCA or local-regulatory requirement;
  2. whether a local regulatory paper is accepted;
  3. the exact three-unit combination;
  4. the current syllabus and exam format for every unit;
  5. the official exam and learning-material prices; and
  6. whether a course provider supports the exact selected unit.

This is an independent qualification guide. CISI, the applicable regulator and the candidate’s employer remain the authorities for required unit combinations, exemptions and booking rules.
