CISI Qatar Financial Centre Rules and Regulations
Explore syllabus-aligned study tools, realistic practice and course-grounded AI support.
The CISI QFC exam tests whether candidates can work across the Qatar Financial Centre regulatory framework, not simply recall a list of rulebook names. Effective preparation starts with the four official elements, their question weightings and a study process that turns source reading into rapid, accurate classification.
Quick answer: Qatar Financial Centre Rules and Regulations is a Level 3 computer-based examination with 75 scored multiple-choice questions in 90 minutes. The pass mark is 70%, and CISI recommends approximately 100 study hours.
Confirm that QFC is the unit you need
Qatar Financial Centre Rules and Regulations is a distinct CISI regulatory unit developed with the Qatar Financial Centre Regulatory Authority. CISI lists it as an option that can form part of the Investment Operations Certificate or a CISI Certificate programme, including a Capital Markets Programme route, subject to the current qualification requirements.
Do not confuse it with the separate Qatar Financial Markets Authority Regulations examination. The names can appear together in searches and qualification lists, but they do not describe one interchangeable syllabus. A Doha address alone does not establish QFC scope; identify the firm’s legal establishment, regulator and activity before confirming the unit required by the employer or qualification plan.
That distinction should remain visible in your notes. Label every source “QFC” or “QFMA,” and do not merge rules merely because both relate to financial services in Qatar.
Map the four syllabus elements by exam weight
The official QFC syllabus contains four elements:
- The Regulatory Landscape — 15 questions: Financial Services Regulations, business conduct, authorised-firm obligations, auditors and individual assessment, training and competency.
- Business Structures — 6 questions: formation, registration, business forms, permitted activities and related requirements.
- Industry Protection Rules and Regulations — 23 questions: AML/CFT, contraventions, data protection, customer categorisation, advertisements, client money and complaints.
- Other QFCRA Rulebooks — 31 questions: collective schemes and Professional Investor Funds, governance, representative offices, investment and insurance business, dispute resolution, prudential requirements, derivatives markets, market abuse and investment tokens.
Weight your study without creating blind spots. The two largest elements produce 54 questions together, so they need the most retrieval and practice. The other two still account for 21 questions—enough to decide the outcome of a close attempt.
Build a classification system before memorising detail
Regulation becomes easier to retrieve when each rule has a home. For every topic, record five fields: institution, regulated person, activity, rulebook and control purpose. Then add any relevant timing, responsibility, exception or consequence.
This method prevents isolated facts from drifting between topics. For example, a question about a customer communication may require conduct and protection analysis, while a question about governance or client assets points to a different rulebook family. The wording may feel similar, but the regulatory purpose tells you where to look mentally.
Use comparison tables for concepts that are easy to confuse, but keep each row decision-focused. “Who does what, for whom, when, and under which rulebook?” is more useful than copying long paragraphs.

Convert 100 hours into active preparation
The recommended 100 hours is a total study budget, not an instruction to read for 100 hours. A balanced plan could use roughly 35 hours for first-pass source study, 20 hours for retrieval and flashcards, 25 hours for topic and mixed questions, 10 hours for timed sets, and 10 hours for error correction and final consolidation.
Adjust those proportions using evidence. If Business Structures is already secure but customer classifications and prudential rules are repeatedly confused, move time to the weak rulebook families. Keep a short error log with the wrong classification, the correct principle and the clue that should have changed the answer.
Revisit errors after a delay. Immediate correction can feel convincing because the explanation is still visible; delayed retrieval shows whether the distinction is actually available from memory.
Practise the 90-minute decision rhythm
Seventy-five scored questions in 90 minutes gives an average of 72 seconds per scored question, although trial questions may increase what appears on screen. Do not force the same time on every item. Answer clear questions efficiently, mark genuinely uncertain ones, and protect review time for stems containing negatives, exceptions or closely related institutional roles.
During practice, explain why the three distractors are wrong. This develops discrimination rather than answer recognition. A candidate who knows only the correct sentence may still struggle when the exam presents four plausible regulatory statements.
Complete mixed sets as well as topic drills. Topic drills build a concept; mixed sets test whether you can identify which concept applies without being told the chapter.
