UAE CMA CISI Exams by Job Role: Qualification Guide

If you are joining a UAE capital-market firm, the exam path depends on the job function for which the firm intends to register or license you. The qualification chart historically published under the Securities and Commodities Authority (SCA) follows a consistent structure:

  1. A local regulatory unit: UAE Financial Rules and Regulations (UAE FRR).
  2. A technical unit: selected according to the responsibilities of the role.

The SCA has since been replaced by the UAE Capital Market Authority (CMA) as its legal successor. Older qualification diagrams, resolutions and study materials may therefore still use SCA, while current references use CMA. Our SCA-to-CMA guide explains the naming change.

Because the chart uses the former authority name, use it as a planning guide—not as automatic confirmation of a current licensing requirement. The table does not mean that every person with a similar job title automatically follows that pathway. The regulated function approved for the individual—and the activities and jurisdiction of the employing firm—matter more than a title used on a CV.

Why UAE FRR Appears in Every Pathway

The technical units cover different professional competencies, but they do not replace knowledge of the UAE’s local capital-market rules. That is why UAE FRR appears throughout the chart.

The current CISI UAE Capital Markets Programme describes a qualification structure combining a local regulatory paper with an appropriate technical unit. CISI and the former SCA also described their collaboration as pairing CISI examinations with UAE FRR for specific roles in the capital-market sector.

Compliance Roles: UAE FRR and Combating Financial Crime

The chart maps both Chief Compliance Officer and Head of Compliance to:

  • UAE Financial Rules and Regulations
  • Combating Financial Crime

This pairing separates local regulatory knowledge from the specialist financial-crime unit. A compliance candidate should therefore avoid treating AML/CFT study inside UAE FRR as a substitute for the separate technical exam shown for the function.

For Operations Manager and the investment-operations grouping shown in the chart, the technical unit is Global Securities Operations (GSO).

Trading and Broker Roles: UAE FRR and Fundamentals of Financial Services

The chart maps Trading Manager and Broker Representative to:

  • UAE Financial Rules and Regulations

Analysis, Portfolio and Fund Roles

The chart distinguishes between two analyst pathways:

  • A Financial Analyst for Financial Adviser (Issuance Manager) and Listing Adviser is paired with Corporate Finance Technical Foundations.
  • A Financial Analyst, Chief Financial Analyst or Financial Manager (Capital Market) is paired with the Level 3 International Certificate in Wealth and Investment Management (ICWIM).

It also maps Fund Investment Manager, Portfolio Manager, and Promotion Manager to UAE FRR plus ICWIM.

CTO and Technology Responsibilities

The chart maps the Chief Technology Officer function to UAE FRR plus IT in Investment Operations. This is one of the most easily overlooked combinations because the job sounds technical rather than investment-facing.

The inclusion reflects the importance of technology governance and operational systems inside a regulated capital-market firm. A CTO at a business outside the relevant regulatory perimeter should not assume the same exam requirement merely because the title matches.

Confirm the Jurisdiction Before Choosing an Exam

This qualification map concerns the UAE federal capital-market framework. It should not be applied automatically to every finance role in Dubai or Abu Dhabi.

  • Onshore UAE capital markets: generally associated with the federal UAE CMA framework.
  • Dubai International Financial Centre (DIFC): regulated separately by the Dubai Financial Services Authority (DFSA).
  • Abu Dhabi Global Market (ADGM): regulated separately by the Financial Services Regulatory Authority (FSRA).

Five Checks to Make Before Booking

Ask the employer or compliance team to confirm these points in writing:

  1. The regulated job function, not only the employment title.
  2. The firm’s regulator and jurisdiction: CMA, DFSA, FSRA or another authority.
  3. The local regulatory unit required for that function.
  4. The technical unit required and whether an exemption can be considered.
  5. The current application process and document requirements under the latest authority rules.

The current authority’s licensing materials should remain the final reference for an application. Older SCA charts are valuable for understanding the framework, but a rebrand, rule amendment, renamed unit or revised exemption policy can affect the precise route.
