UAE CMA (formerly SCA) Licensing Requirements for Financial Analysts in the UAE

The UAE Capital Market Authority (UAE CMA, formerly the Securities and Commodities Authority or SCA) regulates the relevant federal capital-market licensing framework. “Financial analyst” is not a sufficiently precise title for selecting an examination: the correct route depends on the approved job function for which a regulated firm is seeking approval and the activities performed by that firm.

The supplied CISI/SCA qualification chart shows two different analyst-related pathways:

Analyst function shown in the chartLocal regulatory unitTechnical unit shown
Financial Analyst / Chief Financial Analyst / Financial Manager (Capital Market)UAE Financial Rules and RegulationsInternational Certificate in Wealth and Investment Management, Level 3
Financial Analyst for Financial Adviser (Issuance Manager) and Listing AdviserUAE Financial Rules and RegulationsCorporate Finance Technical Foundations

Important: The source chart uses the former Securities and Commodities Authority (SCA) name. It is useful for understanding the qualification structure, but the employer should verify the exact current UAE Capital Market Authority (CMA) requirement before an examination is booked.

Why the Approved Job Matters

The UAE rules handbook distinguishes approved professional jobs according to financial activity and licence category. A general employment title used on a contract or CV may not identify the function submitted to the regulator.

For example, a professional performing capital-market analysis and portfolio-related work does not necessarily follow the same technical pathway as an analyst supporting issuance management or listing advice. The regulated function should be confirmed first; only then should the technical unit be selected.

Our broader UAE CMA CISI exam guide by job role reproduces the complete role map for compliance, risk, operations, trading, brokerage, investment management, analysis and technology functions.

The Local Regulatory Component: UAE FRR

Both analyst pathways in the supplied chart include UAE Financial Rules and Regulations. UAE FRR is the local regulatory paper covering the rules and legislation underpinning the UAE capital markets and the conduct of investment business.

The current CISI UAE Capital Markets Programme describes a structure combining a local regulatory unit with an appropriate technical unit.

UAE FRR currently has:

  • 100 scored multiple-choice questions
  • 120 minutes
  • A published 70% pass mark

See the complete UAE FRR exam guide for the current format and syllabus allocations.

The Technical Component

ICWIM for the Capital-Market Analyst Group

The chart pairs Financial Analyst, Chief Financial Analyst and Financial Manager (Capital Market) with the Level 3 International Certificate in Wealth and Investment Management (ICWIM).

ICWIM develops investment and wealth-management knowledge rather than UAE-specific regulation. Candidates whose employer confirms this pathway can use our ICWIM preparation course for the technical component.

Corporate Finance Technical Foundations for Issuance and Listing Advice

The analyst function connected with a Financial Adviser acting as Issuance Manager and Listing Adviser is paired with Corporate Finance Technical Foundations.

This pathway reflects a different professional focus from the capital-market analyst group. Candidates can review the technical unit through our Corporate Finance Technical Foundations course.

What a CFA Charter May—and May Not—Replace

A CFA charter should not be described as an automatic exemption from the UAE CMA technical examination.

The authority’s published Professional Certificates and Exams Equivalency Program allows relevant specialized professional certificates and examinations to be considered against a licensing-regime exam. The outcome is an authority decision; it is not guaranteed by holding a particular designation.

The same published conditions also state that:

  • Academic qualifications and work experience are not accepted as exam equivalency.
  • UAE Financial Rules and Regulations cannot be equalized.
  • Only one licensing-regime exam may be equalized per application.

Read our UAE CMA exam-equivalency guide before relying on an existing qualification.

Five Questions for the Employer’s Compliance Team

Before booking or applying, ask:

  1. What is the exact approved job being submitted to the CMA?
  2. Which licence category and financial activity does the role support?
  3. Which local regulatory and technical examinations currently apply?
  4. Can an existing professional qualification be submitted for equivalency consideration?
  5. Which current service, documents and fees apply to the application?

The employer should confirm these points against the current CMA requirements. Do not book based only on a job advertisement, an older SCA diagram or another candidate’s exemption outcome.

SCA and CMA Names

Federal Decree by Law No. 32 of 2025 replaced the SCA with the Capital Market Authority as its legal successor. Older rules, service pages and qualification documents may continue to display SCA terminology while the framework transitions to the CMA name.

That naming change does not make every historical qualification claim current. Use the old chart to identify the likely structure, then verify the present approved job and requirements.

Frequently Asked Questions

1 Which CISI exams does a UAE CMA financial analyst need?

The supplied SCA qualification chart shows different technical units for different analyst functions. Financial Analyst, Chief Financial Analyst and Financial Manager (Capital Market) are paired with UAE FRR and ICWIM Level 3, while the analyst function connected with issuance and listing advice is paired with UAE FRR and Corporate Finance Technical Foundations. The employer should confirm the current approved job before the candidate books.

2 Does every person with the title Financial Analyst follow the same UAE CMA exam pathway?

No. The approved regulatory function and the activities of the employing firm matter more than the general employment title. Different analyst functions appear with different technical examinations in the qualification chart.

3 Does a CFA charter automatically replace the technical licensing exam?

No automatic replacement should be assumed. A relevant specialized professional qualification may be submitted for equivalency consideration, but approval depends on the authority's assessment of the qualification against the required technical exam.

4 Can a CFA charter replace UAE Financial Rules and Regulations?

No. The authority's published equivalency conditions state that UAE Financial Rules and Regulations cannot be equalized with another professional certificate.

5 Who should confirm the financial analyst licensing pathway?

The employing firm's compliance team should identify the exact approved job, regulator, technical examination and current application requirements before the candidate books an exam or submits an equivalency request.
