The UAE Capital Market Authority (CMA), formerly the Securities and Commodities Authority (SCA), uses approved professional jobs and qualification requirements within its capital-market licensing framework. Candidates who already hold a relevant professional qualification may be able to request exam equivalency, but this is not the same as receiving an automatic exemption.

Quick answer: A relevant specialized professional certificate or examination may be considered as equivalent to a technical licensing exam. Academic degrees and work experience alone are not accepted for this purpose under the published guidance, and the UAE Financial Rules and Regulations exam cannot be replaced through equivalency.

“Equivalency” Is More Accurate Than “Automatic Exemption”

Older discussions often refer generally to “SCA exemptions.” The authority’s published programme is more specifically a Professional Certificates and Exams Equivalency Program. It allows an applicant to ask the regulator to consider an existing specialized qualification as equivalent to a Qualifications-Led Licensing Regime examination.

Approval depends on the qualification submitted and the licensing exam against which it is assessed. Holding a well-known designation does not, by itself, prove that a particular technical exam has been waived.

The former SCA’s published equivalency conditions remain the clearest public guidance currently available. Because the SCA was replaced by the CMA under Federal Decree by Law No. 32 of 2025, applicants should also check for any newer CMA service instructions before submitting.

What May Be Considered?

The published conditions distinguish between professional qualifications and general education or experience:

  • Potentially eligible for consideration: relevant specialized professional certificates and examinations.
  • Not sufficient for equivalency: academic qualifications.
  • Not sufficient for equivalency: practical work experience.
  • Not automatically approved: CFA, CISI or another designation merely because it is internationally recognised.

This means that claims such as “ten years of experience guarantees an exemption” or “a master’s degree replaces the technical paper” are incorrect under the published programme.

UAE FRR Cannot Be Equalized

The most important restriction is explicit: UAE Financial Rules and Regulations cannot be equalized with another professional certificate.

The reason is that UAE FRR is the local regulatory paper. A global qualification may demonstrate investment, risk, operations or financial-crime competence, but it does not replace the authority’s UAE-specific regulatory assessment.

Other Published Conditions

The authority’s public guidance also states that:

  1. Only one licensing-regime exam may be equalized per application.
  2. Separate applications may be requested where more than one examination could be considered.
  3. The applicant must hold valid membership of the institution awarding the submitted professional qualification.
  4. The application fee is paid in advance, is non-refundable, and does not guarantee approval.
  5. Exams taken remotely are not considered for equivalency under the published SCA conditions.

These are regulator conditions, not predictions about the result of an individual application.

How to Approach an Equivalency Request

Before submitting anything:

  1. Ask the employer’s compliance team to identify the exact approved job and technical examination.
  2. Confirm that the role is within the federal UAE CMA framework rather than the DIFC or ADGM.
  3. Compare the existing professional qualification with the technical unit assigned to that job.
  4. Check the current CMA service page and application requirements.
  5. Treat the application as pending until written approval is issued.
  6. Plan separately for UAE FRR because the published conditions exclude it from equivalency.

Do not rely on an assumed processing time, an unofficial list of accepted qualifications or a previous applicant’s outcome. Requirements and service procedures can change, and equivalency is assessed on the submitted case.

SCA and CMA Terminology

Federal Decree by Law No. 32 of 2025 states that the CMA replaces the SCA as its legal successor and that references to the former authority in legislation are replaced by the new name. It also preserves earlier resolutions to the extent that they do not conflict with the new capital-market laws until they are amended or superseded.
